Moshe Ziv was born in Berdichev, Ukraine. When being two years old, in the year, 1919, he immigrated to Eretz Israel with his parents and the family settled in Neve Tzedek. He attended the elementary school for boys and the high school Geula.
He was enguaged in sea rescueing and construction work.
He served as head of the rescuers' committee on behalf of the the Ministry of the Interior; in this capacity he established professional criterias for the rescuers.
